Housing Ombudsman Complaint Handling Code – Self-assessment, post merger

Introduction

The Housing Ombudsman’s Complaint Handling Code sets out requirements for landlords that’ll allow them to respond to complaints in a fair and effective way. It’s intended to enable landlords to resolve complaints raised by their residents quickly and to use the learning from them to drive service improvements.

The Code ensures complaint handling data is used consistently across landlord members, promotes engagement at different levels of landlord organisations and sets out expectations for boards or equivalent governance, senior executives and frontline staff.

It promotes the progressive use of complaints, providing a high-level framework to support effective handling and prevention; promoting continuous learning and development and helping to create and embed a positive complaint handling culture amongst staff and residents.

At Amplius, we take all matters of dissatisfaction and complaints seriously. We recognise that they’re an essential tool in helping us to identify areas for improvement.

1 – Definition of a complaint

Our Complaints Policy outlines that a service request is for us to take action to put things right. Whilst a service request is not a complaint we record and monitor the types of service requests we receive.

Definition of a Service Request

A service request is a request from a resident to Amplius requiring action to be taken to put something right.

Where possible we will encourage an early and local resolution of concerns and recognise that there will be times where it may be possible to agree and secure resolutions with customers immediately. In these circumstances, in agreement with the customer, we will not log a formal complaint and will deal with this as a service request.

Where our customer expresses dissatisfaction with the response to their service request, the issue will be logged as a formal complaint and progress to Stage 1.

We completed a focus group with customers in May 2024 to discuss our complaints process and delivered colleague training.

Improvement action

We are commencing a new Complaints Working Group with our involved customers in February 2025 to work with us to develop and monitor our performance of complaint handling and ongoing compliance with the Ombudsman Complaint Handling Code.

There will be occasions where customers have exhausted our complaints process and remain dissatisfied with the outcome. In these circumstances there are a range of options available for further escalation.

  • Any customers, leaseholders and housing applicants who are unhappy with the outcome of their review (stage 2), can escalate the matter directly with the Housing Ombudsman
  • For complaints relating to our care and support services, customers can refer their complaint to the Care Quality Commission.

We conduct transactional customer satisfaction surveys using both digital and telephone methods.

We closely monitor the scores received and when customers request a callback to discuss their concerns, we offer them the opportunity to raise a complaint if they wish to pursue their issues through our complaints process.

We are reviewing our approach to satisfaction surveys to ensure this is a consistent approach across the new organisation. This will be completed by March 2025 to be implemented for 1st April 2025.


2 – Exclusions​

2.1 - Landlords must accept a complaint unless there is a valid reason not to do so

To improve accessibility on our website, it is tested to W3C AA accessibility standard. 4 – Complaint handling staff
